Taking over here... As far as I know, we do send email for $0 invoices.. I'd recommend writing in via our support team so that this issue can be escalated to the right team. Our support team is more familiar with email stuff and can help

$0 Invoice does not automatically send a receipt, even if you have automatic email receipts enabled in your account settings
