That's not possible -- you can't touch data on another account without it being a Connected Account
Are you saying that they would become "connected accounts" when they Oauth'd?

With Standard Connect OAuth there are no specific permissions, only two options of read-write or read-only. And yes, the webhook will fire for your Connect Webhook endpoint
So long as the endpoint is listening for that Event type
