on windows I couldn't open it, on linux/max I can

i had to add a ".pdf" extension in order to open it
How are you downloading/saving the file, can you share your code for that?
im just redirecting them to a new tab

You might want to be download that on your server then instead and applying a customer-facing name before delivering to their browser, in that case
The url of the link is just a random hash/id and includes no extension

To apply a name to the file, if needed. It can be a temporary process to deliver to a customer
