No you can't transfer funds between connected accounts directly. The workaround is to transfers the funds from a connected account to platform through account debit https://docs.stripe.com/connect/account-debits and transfer the funds to the other connected account

Collect funds from a connected account by debiting its Stripe balance.

I read two methods, using a charge ormaking a transfer (both move money to the platform balance). Which of these two had less fees?
