I'm afraid that I can't find any option to enforce micro-deposit only verificaiton.

Accept an ACH Direct Debit payment

Build a custom payment form or use Stripe Checkout to accept payments with ACH Direct Debit.

Thats really tough. That means to accept ach payments you have to take $1.50 account verification fee. Thats incredibly misleading how hidden that is. We literally are at the end of testing our application when this was discovered and we rigourously reviewed stripe pricing docs before development.

It doesnt make sense that you can set the option to manual entry. its purely to enforce the hidden non optional instant verification fee
