This is my htdocs folder for xampp, I don't know if "vendor" goes there because following the steps in the guide the folder was originally created in the xampp root

Unfortunately we aren't experts in that PHP framework here. We use it as a lightweight way to demonstrate things in out docs but we don't know much about troubleshooting it like this. It may be helpful to go to slack overflow or compose's developer community for a guide to setting up your server initially
