So you would need to setup the Terminal to save cards without charging them first and foremost: https://docs.stripe.com/terminal/features/saving-cards/save-cards-directly

Once you did that, and you had a saved Payment Method, you could inspect its card_present.read_method: https://docs.stripe.com/api/payment_methods/object#payment_method_object-card_present-read_method

From there you could create the Payment Intent, Invoice, etc. with whatever fees you want
