Not sure about dashboard. We just help with the api in here. But the api endpoint for cancelling refund only works for requires_action as you stated: https://docs.stripe.com/api/refunds/cancel

OK yeah back when we were doing our integration the engineer we were workign with told us the dashboard uses the API as well
so since I can cancel via the dashboard I assumed there must be a way via the API as well
