So the question here is why did the second payment attempt happen after the decline?

What do you do client-side after a decline? Do you leave PaymentElement rendered and your "pay" button active?
If so, the customer can just try again like they did here
It is just the issuer declining the charge

Don't think we have one with specifically a do_not_honor decline code
But you could mock that if you want
