If you want to collect both full billing and shipping addresses where they are different in a single Address Element, then that is not supported today
Instead you'll need to create a separate Elements group and mount a different Address Element instance in that group, and read the values manually via: https://docs.stripe.com/js/element/events/on_change?type=addressElement
Not great, but only workaround that is viable today until we fix this (which we're working on)

Yep, we're hoping to improve this by supporting multiple Address Elements in a single group
