the only solution is to permanently delete the Customer. Otherwise you'll have to handle the logic yourself to cancel their Subscription(s) and not take any payment while they are "paused" on your end

Unlikely we'd build something like this no. I've worked as a solutions engineer for years here and I've never seen this ask before.
