You will need to check the previous_attributes in the data property of the Event object. https://docs.stripe.com/api/events/object#event_object-data-previous_attributes
This will show what the previous Price ID was. You can look at the currnet Price ID (and possibly retrieve them from the API) to see if there was a change in billing period
