Ok, platform is responsible for destination charges, and you can collect an application fee from your connected account to cover stripe fee.
while transfering the funds, i want that the processing fees should be deducted from the receiver not from the buyer

now the question is that how can i determine the dynamic fee percentage charged by the stripe instead of being passed it static.
means i want that customer should not charged even a single cent more. customer should charged as the stripe charged

No, you can't specify an application_fee with Transfers API. If you are using PaymentIntents API, follow https://docs.stripe.com/connect/destination-charges?platform=web&ui=elements
