It doesnt let me turn on bank card for some reason

it let me turn on other payment methods like google pay
Are one of your extensions blocking scripts? Can you try in an incognito window?
What's your Account ID? You can find it at the bottom of the Profile section of the Dashboard
I think that's probably because you have Charges disabled on that account. I would recommend writing into support to see what is needed to get Charges enabled again: https://support.stripe.com/contact
