No, it's not possible to give someone access to the full Stripe dashboard by giving them a Standard Account, and then also simultaneously block them from accessing the settings for their account.

I have connected accounts which represents my users and I need them to handle the refund process from the express dashboard can I ?

What type of charge structure are you using? We typically recommend using Destination Charges if you're using Express accounts, which the Connected Account can't refund because the payment is on your Platform account.

So you mean if I am using Destination Charges, this will enable the refund for connected accounts ?

Nope, if you're using Destination Charges then you need to build a flow to allow your Connected Accounts to perform refunds through your Platform, they won't be able to do that from any dashboard view they have.

To what from what? I wouldn't recommend switching to Direct Charges without also switching to using Standard Connected Accounts, but then those accounts have full access to their Stripe dashboard.
