also - some feedback, it's kinda lame the manual payouts don't let me pass in a big array of transactions I want to include, to maintain visibility of the TX that make up the payout. This does seem like a fairly arbitrary limitation

I'd like to check if it's possible to turn off automatic payouts in test mode, without affecting live, so that I can work on this in a sandbox
Nope, you'll need to create a seprate Stripe Test Account and use for test mode.
