You will need to confirm with our support team on whether emails are sent, we have limited knowledge on that. I do see that you can set this on your Dashboard: https://dashboard.stripe.com/settings/communication-preferences but I'm unsure about the email functionality with Express Accounts.

There is not parameter you can pass to send an email: https://docs.stripe.com/api/payouts/create no. That is why you need to talk to our support team
