Is this a new constraint? Is Visa Debit notably not allowed to alter the payment intent after creation?
When using Mastercard or Visa Credit, it's alterable.
This ahppens when we try to update the payment intent to account for tip after the pi hass already been created

So these are on-receipt tips for in-person payments using Terminal, correct?

The flow is tap to pay > pay > select tip > choose receipt. Doesn't get to receipt part bc transaction fails on tip.
