Paypal should work for SetupIntent, assuming you activated that payment method in your dashbaord and your Stripe account is in the EU https://docs.stripe.com/payments/payment-methods/integration-options#additional-api-wallets

PayPal is currently only available as a payment method for account in the EU/UK
