Unfortunately I won't be able to help very much here since we are focused on writing code to integrate with Stripe APIs. But can you find the Payment Intent ID associated with this error?

the payment is not processing so they not generated any payment id i check my dashboard

last when i update my plugin they add debit card option i think that's the reason

I don't know. I can only offer support for coding direct integrations with Stripe APIs (no plugins)
