i tried creating the stripe endpoint how ever its showing only 2 version
i even tried to change the default version in https://dashboard.stripe.com/developers->overview to 2023.10.16 version but not happening

In dashboard you can't sepcify a version other than in the list you've got. It shows your current default version and the latest one usually.
If you want to create a webhook endpoint with a custom API version then you need to use the API my colleague previously shared with you.
