@cyan bone are those connected accounts on manual Payouts where they build a balance over time?

then it's entirely expected. They are not building a balance in their account since it's paid out on a rolling basis. So really you will never get balance.available. Listen for payout.created Events instead and those will be trigger whenever we pay out funds to their bank account
