status = pending is obtained in the Retrieve a balance transaction interface. Does this mean that the user's money has arrived in our merchant account?

Can I give the user the corresponding item for this transaction?

if the payment intent is successful, you can provide service or deliver the goods to the customer. The payment is collected but the funds will take some time to be available for payout : https://docs.stripe.com/payouts#payout-speed
