Is there a way that I can use a timestamp for Billing Anchor Cycle in Update Subscription call
no that's not directly possible, but there is a workaround explained here: https://docs.stripe.com/billing/subscriptions/billing-cycle#add-a-trial-to-change-the-billing-cycle

I want to charge user while creating subscription, so I don't think free-trial would be useful. Is there any other way ?

you could create the free trial just after the Subscription is created, this way the user still has to pay
