Yes I work for a customer that wants a website, so I develop payments that works, but I have to redistribute the money to the professionals that use the website.
So the professionals have to create stripe account, I want to test but on the dashbord it says that i have to configure my account with company's data that I don't have
because i'm just the developer

Okay so then you can create a Custom account in test mode and use the values we provide at https://docs.stripe.com/connect/testing to onboard it

You don't have to enable your account at all to use test mode

I m in France so the dashbord method can't works,
with my api : an error occurs : The provided key 'sk_test_*********************************************************************************************quNC3J' does not have access to account 'acct_**********94' (or that account does not exist). Application access may have been revoked.

That indicates you are trying to access an account that isn't connected to your platform. As I mentioned, you need to create a test-mode Custom Connected Account on this platform
