AFAIK you can have multiple connected accounts with the same email
but not a 100% sure

I have a platform called Easytipping. In which users are creating account and while creating account we are creating connect account for them and onboard them
we are simply calling cfeate connect account api
and onboarding them

mostly, they do not. You create a new account, which is used for the integration/payments between your platform and that user, not shared with the other accounts the user has.
