the only way to workaround this is to create for each customer a promocode and set the customer ID https://docs.stripe.com/api/promotion_codes/create#create_promotion_code-customer

But that would mean that I would need to create around 2400 promotion codes everytime a customer signs-up. That shouldn't happen.
I mean if your server can handle that, I got not problem with that.

Yes, but this is extremely wasteful regarding your resources. I mean there must be a better implementation for this, right?
I agree, but for the time being that's how you can achieve what you're looking for
