I just tested this, albeit in Ruby and not .NET but should give us somewhere to go

If I pass default_tax_rates: [''] (an array with a blank value for index 0), I get the same error you did

If I pass default_tax_rates: '' the request succeeds and I can remove the default tax rate

Can you try options.DefaultTaxRates = "" ?
