In my case, stripe charge different rate for international card vs local card, so I want to charge platform fee slightly higher if the card is international

OK you might want to use this integration https://docs.stripe.com/payments/accept-a-payment-deferred?platform=web&type=payment
which allows you to create a payment method first. Based on the payment method info, you can later decide what amount to charge
