Yes creating a mandate using SetupIntent with bacs is a private feature
You can reach out to Stripe Support and check if your account eligieble to be onboarded for that feature.
This is for another issue probably (regarding a 3DS action with an Invoice)
What makes you say that's a phishing email ?
But you need to ask for onboarding your account to use bacs using SetupIntent and share the failure request Id
i never made this request, just i never published that invoice at all its a brand new stripe account setup on the same day
