By default, Stripe finalises subscription invoices one hour after they’re generated. During this one-hour grace period, you can continue to report usage for the previous period. When the invoice finalises, we update it to reflect the latest quantity for its billing period.
So yes, the usage can still be reported before invoice being finalised. I'd recommend giving it a try in test mode

Stripe recently introduced new Billing Meter API that supports grace period: https://docs.stripe.com/billing/subscriptions/usage-based/implementation-guide
The previous suggestion was one legacy Record Usages API which was different from the new Billing Meter API
