details_submitted is to know if they've completed all the onboarding steps and are waiting for Stripe to verify their details.

charges_enabled only let's you know if account is currently eligible to accept payments or not

Thank you! I understand now, do you know what the wait period for stripe to verify their eligiblity to accept payments is? I'm assuming if they already have a stripe account it would be almost instant

I'm not sure to be honest. That's not something my team would know a ton about. Stripe support would be the right place to ask that:
