Yep okay so it does look like this is expected currently
I can see there is an open feature request already to get this added
But for now your best bet is to listen for customer.discount.created like you shared above and then increment your internal tracker based on that

The best thing you can do is to write into our Support team via https://support.stripe.com/contact/login and ask them to keep you updated. But overall there isn't any sort of timeline that I can guarantee here for when something like this would be added.
