Can you describe your ideal flow in clear bullet points?
The express checkout element is created, mounted and I listen for an event to tell me that there is an availble payment method. When I hear that event I display the OR text above the express checkout element

The ready event should expose what, if any, payment methods are available

Yeah, when there are not any, the object returned doesn't include the availablePaymentMethods property
