You can update an Account's card_payments capability to requested: 'false' via this endpoint: https://docs.stripe.com/api/capabilities/update
That will remove their ability to accept payments
I'm testing this in a development environment with test stripe connections, I ran the capability update, I was expecting to see the payments enabled value on the stripe account to come back as false.
I'm assuming that's not the case though.
Correct. For pausing payouts, I believe that can only be done in the Dashboard: https://docs.stripe.com/connect/pausing-payments-or-payouts-on-connected-accounts
Otherwise you can do what you already did and set payouts to manual, then create payouts explicitly or set it back to automatic when you're ready to unpause them
