okay... I think normally, if a transaction is failed, then card shouldn't be added to account. :/
OK, this is due to the legacy save_payment_method parameter where it is expected that it'll attach/save regardless of outcome
You should omit that parameter, and rely only on setup_future_usage instead
And then we'll only save/attach on successful payments
