No, that's not supported. You can self-serve saved customer cards and bank account via the Dashboard: https://docs.stripe.com/get-started/data-migrations/pan-copy-self-serve

is it possible to create a Connect/Customer account via API on a new Platform by first querying the account data from 1st platform and using that on the call to create ?

You can, but some details won't be available to you. For example you can't get raw payment details for the customer, or certain private information about the account (depending on account type and how it was collected).
