Online marketplaces need to submit an onboarding request from the Stripe Dashboard to get access to PayPal. Stripe sends email updates about the progress of all requests, and the current status is also reflected on the Payment Method Settings page.
Are you not seeing the request form on the dashboard?

I saw paypal active as platform account, but as connected account on its Express dashboard, I saw nothing about paypal settings

It is possible that you're only seeing paypal activated for non-connect flows.
For connect flows/platforms, they need approval as far as I know which you can apply for using the onboarding request form.

I saw this tooltip for the connected account
"Online marketplaces" here means platform account right? but we have already done the onboard process for paypal as far as I know, and it shows active as well
under "Your account" section, which is "relevant to me":

You shouldn't need to worry about any settings on your Connected Accounts, as far as I'm aware here, especially as you say you're using Express Connected Accounts which won't have access to the Stripe dashboard.
Based on the error in the request you shared, the problem seems to be that your Stripe Account hasn't been granted access to use PayPal for Connect scenarios yet. You'll need to reach out to our Support team to request that access:

Sounds right, my understand is also express connected account don't have any access to payment methode, so I need to reach out stripe support to grant us access to use PayPal for Connect scenarios, if I understand that correct?
