Here are the actions required I see in the test account dashboard:

I'm pretty sure I've seen some pages where there's test values I can input in certain places. I've done that before in this complex process of trying to test this. But in this instance I have no input to enter anything, I'm kind of blocked.

You need to go through onboarding for your test account
Even in Test mode, we do have some basic onboarding steps we require (it's a known pain point)

Ahhh. I had done some of that and I had just 1 capability at bottom, in green, verified.
But when I just requested Card payments capabilities, now that was added and both are red "Inactive"
is there a link I can open to do that onboarding thing?
(or if it is easier, should I start a new account and ensure I request "card payments" during onboarding?)

Since you are testing I would create a new account and go through the onboarding fresh. But if you request a new capability it should update the requirements hash on the Account object to reflect the new info we need to collect. Stripe onboarding will collect that info

I might start a new account, I don't recall... during the initial onboarding, do I get the option to choose which capabilities I want?
(when I created my test accounts I was not aware of "capabilities" at all, so didn't pay attention if I saw that option)

No, the capabilities are requested by the Platform when creating the account

I'm not familiar with what the Dashboard makes available, we focus on the APIs specfically here
