No it's not a change, we always recommend using destination charges for express or custom accounts
Technically you can still do destination charges for standard accounts, but the platform will be responsible for processing fees, disputes and refunds
understood. Does the connect setup wizard restrict the account to connected account types? or is it more to help the platform understand how they should configure connect?
The "connect type" is old connect concept, now you can mix and match the features based on your business needs
My concern is the language "...determine your platform capabilities."
Ive had to select "Sellers will collect payments directly" in order for the account management option to have the "Stripe Dashboard" (Standard account).
I guess I dont know which way I should be selecting?

I want to make sure once I complete this screen my dev can access destination charges on standard accounts. thats it.
i already completed this setup as above a week or so ago for my new US account and it appears you cannot change the config once submitted.
OK, although it's not recommended, but you still can create a destination charge on the standard connected account. Have you tried it?

My use case is in the restricted category (content based tips) and Stripe Support and struggling to approve it.

I can't help with the approval, this is something you should follow up with support
I get that, my question was more around the account configuration, but my understanding is no matter what i put in that wizard I should be able to access all account types and all charges. Is that correct?
I don't see a problem here, although we introduce the mix-and-match connect configuration, you can still explicitly specify the account type when creating a connected account. It's backward compatible.
