@surreal totem usually you need to get them back in your app to update their bank account details because the one on file failed.

Sure, but my question is more like: "if the external account status is one of those, can I be sure that something is wrong with their bank account provided information"?

You can be sure they need to do something. The problem is the "something" is murky, it can be many things including their bank rejecting the funds even though the bank account is correct and they might need to talk to them.

What about I could use possibly failed payouts along with this status. Would that be better?

yeah that's a good idea, usually you get that status after a failed Payout. And if you don't I'd recommend an email to your team to investigate and talk to the user. It should be rare
