The application fee will be refunded to the connected account.

Refunds an application fee that has previously been collected but not yet refunded. Funds will be refunded to the Stripe account from which the fee was originally collected.

ok if the connected account is refunding to the end customer the full amount will get refunded right?
and if platform account doesnot do a refund it will be a loss to the connected account right?

The full amount will be refunded to the customer from connected account with payments that is made with Direct Charges

If the platform doesn't do application fee refund, then the loss will be connected account - yes
