Have you try to call Update Subscription API, and pass in the new price id?
It will have Prorations (read on a bit about it in Doc), but you can turn it off if you don't want

Yes I think so. Make sure to test in Test mode
I also don't want to charge the user immediately. I need this to work like a normal subscription renewal. So, at the end of the current subscription, the user will get an invoice for the new (switched) price_id.
you mean at the end of the current billing cycle
That's a bit of advanced requirements. You can look at scheduling your changes using Subscription Schedule
