what do the Connected account have to do to transfer funds using the Treasury API? Also, as a platform, do we have to do anything for enabling the Treasury API for the seller's Connected account?
You control everything from your platform here. https://docs.stripe.com/treasury/account-management/connected-accounts talks about how you work with Connected Accounts in terms of setting up Treasury
From the document:
"The receiving accounts for an OutboundPayment are either an external bank account or another financial account."
so, those receiving accounts can be on Stripe platform or a non-Stripe account, right?
Yes, you just have to collect the information from the vendor in order to create a Financial Account for them.
