Hello there

The Meters API was just released about a week ago

We will still support the Usage Record API indefinitely -- I'm not aware currently of any planned full deprecation. It is just "deprectated" in the sense that we don't recommend any new users to use it. If we are to stop supporting it then you would receive email communication with ample time to update to using the Meter API
