I can't provide guidance on what you need to do here to comply with tax regulations in this scenario, that would need to be directed to your tax advisor, but may be able to assist if you have an idea what you're trying to do but are not sure how to implement that.
Maybe that's more of a tax advisor question, i thought stripe has a way to apply some default tax rate in such case or not allow the user to subscribe.
There is a default_tax_rates field on the Subscription that could be used to cascade rates down, but it's hard to say if it's the right thing for you to use without knowing what behavior you're trying to build:
