Taking a look at your example
Okay so the issue here is that you passed proration_behavior within phases
However, since you are affecting what happens at the moment of the update (the current phase), you actually needed to pass it top-level: https://docs.stripe.com/api/subscription_schedules/update#update_subscription_schedule-proration_behavior
To get this customer back in a spot where that proration doesn't apply to the next Invoice you can adjust their Credit Balance

You would do that for future updates of Subscriptions that are in the same scenario
