@brazen flower when you change the billing details, we verify with the bank that they are still valid. If we didn't, you could get a decline next time you charge that card and the postal code is wrong for example

Customers are certain that the billing details are correct. Also, lots of these cards were migrated directly from another processor onto stripe. So the billing address and card have not been changed and were successfully charged on the old processor with the same details.
I can't really get into specifics here, I'm explaining why that error can happen and why it's not just a "no op" change on our end. To figure out more you'll have to work with our support team directly for 1:1 support and they can help you better understanding why the update is blocked and what their issuing bank responded with
So updating the billing address on file -> can be declined due to the bank responding and saying those details are incorrect?
