No, you need to authenticate as the account the object (ch_xxx) belongs to: https://docs.stripe.com/api/authentication

Okay
That means I have to login to see got it.
Also If I have the Receipt URL of charge API object that I can see with out login
Is that correct?

You can visit the receipt URL I believe yes, no authentication there

Otherwise you need the API key or Dashboard access
