No, it's not currently possible to make application_fee_amount a percentage

Noted on the request though! Others who use adjustable quantities in PaymentLinks and Checkout have requested the same feature

Not with Checkout or PaymentLinks, no. You'd have to build a more custom payment flow using the PaymentElement, which would require integrating with PaymentIntents directly and calculating the total amount an application_fee_amount yourself
